The crew deballasted 4,753.7m3 of water from the Dakar in the port of Rouen. It entered in the ballast water management register during the routine inspection of ship safety inspectors. The captain and all the members of the crew maintain that he was not made aware of the new legislation of September 8, 2018 (BWM Convention and articles 218-83 and 218-84 of the environment code). The captain acknowledges his responsibility.
